leader harry reid dropped the assault weapons ban from the senate bill. that's not really a surprise, but it sort of underscores just how divisive this issue continues to be. now in the senate bill, it includes universal background checks as well as stiffer penalties for straw purchases as well as gun trafficking. but it's not clear that that piece of legislation will make its way through senate, or certainly through the house. so this is really tough slogging going forward. so mayor michael bloomberg sort of rolling out what he hopes will be a counterweight to the nra, that $12 million ad campaign, which you mentioned. it's going to air in 13 states, really targeting senators who he believes he might be able to sway to vote yes on this legislation. but, of course, a big question mark there, because you have the nra, you have democrats who live in red states, and of course you have republicans who are not in favor of these stiffer gun control laws. it continues to be a very divisive issue, craig, and really tough to get through both chambers. craig? >> what more can you tell me about the

leader harry reid had a debate on the floor and it is limited on this c.r. if the full 06 hours are taken up we'll see a vote on thursday. senate democrats want to move to their budget. the first senate budget on the oor in four years offered by patti murray and that budget is open to unlimited amendments, basically. once they start on that there could be 100 or more amendments and now they are talking about weekend votes. ut harry reid has not left for easter or passover recess before completing that. basically, the 60 hows of post closure debate time could be mited if they can get an unanimous consent but the senator from kansas blocked it because he wants an amendment on the federal aviation administration budget to allow them to have more money to stop the furloughs of the air traffic controllers. this has hit his state really heard and they are not giving him that vote so far. it is a slippery slope idea. they give him his vote they would have a flood gate opened. at one point there is 90 amendments to the c.r. and they are trying to avoid the situation where you gave him a vot

think this is the official death of the assault weapons ban. it's harry reid conceding it can't be part of the main bill. they're trying to focus on what is doable. what can they get done in april? and what they think can get done would be universal background checks, including for private transactions. if i was going to sell you a gun that doesn't have to be any sort of background check on that under a bill being knocked around in the senate, you would have to have some validation there before that purchase could be made. and that's the sticking point right now. that's a far cry from what democrats were talking about two or three months ago. that's a pretty small, narrow provision in the scope of all the big gun controls that democrats wanted to push in the beginning. >> that said, david, ignatius, if a bill passes that even allows the individual transfer without background checks, that would close the gun loophole, also stop something that needs to be stopped, and that is the purchasing of weapons online. that's a significant -- >> for gun control folks. it would just be a shame

paul and ted cruz are threatening to filibuster harry reid's debate on gun control legislation when the senate returns from easter recess. the debate will include votes on universal background checks and a separate push to ban assault weapons. so with all that in mind, mike, there's word the issue of gun legislation could inspire another filibuster even as president obama hits the road to promote change. >> no, that's right.
